"At present, the conversion rate of international standards in China's key areas is more than 70%, and we will strive to reach more than 90% by 2020. At that time, the quality of China's key equipment will reach or approach the international advanced level."

On August 8, Tian Shihong, director of China National Standardization Administration Committee, made the above statement at the policy briefing held by the Information Office of the State Council.

At present, China's equipment manufacturing is accelerating the "benchmarking" of the international market. In the process of changing from a "manufacturing power" to a "manufacturing power", improving the quality and standards of products and services is one of the key tasks. Chinese officials have repeatedly mentioned the need to accelerate the improvement of China's technical standards system, improve the progressiveness, effectiveness and applicability of standards, and use advanced standards to force "made in China" to upgrade.

Recently, the executive meeting of China's State Council adopted the plan for standardization and quality improvement of equipment manufacturing industry (hereinafter referred to as the plan). Tian Shihong introduced the main contents of the plan to the outside world at the meeting on that day.

First, improve the standardization and quality innovation capability of the equipment manufacturing industry, mainly including: strengthening the integration of standardization and scientific and technological innovation, promoting the compatible development of military and civil standards, cultivating and developing group standards, and improving the standardization and quality innovation capability of enterprises.

Second, implement the standardization and quality improvement projects of industrial foundation, intelligent manufacturing and green manufacturing, and develop the standardization of service-oriented manufacturing and producer services.

Third, promote breakthroughs in standardization in key areas, timely update standards in close proximity to the ten key areas of made in China 2025, and promote new breakthroughs in the standardization of new generation information technology, high-end CNC machine tools and robots, aerospace equipment, energy-saving and new energy vehicles, high-performance medical devices and other fields.

Fourth, accelerate the internationalization of equipment manufacturing standards, and carry out comparative analysis, foreign language translation and mutual recognition of equipment manufacturing standards.

Fifth, strengthen the guarantee from five aspects: management innovation, laws and policies, fund investment, talent training and standardized services. In particular, we should carry out standardization and quality management training for enterprise managers and workers to cultivate the craftsman spirit of excellence.

Tian Shihong said that the "plan" is closely linked to the development strategy of "made in China 2025". The "plan" is to deploy and promote "made in China 2025" from the perspective of standardization and quality. The purpose is to guide all departments and localities to carry out more targeted standardization and quality work in the equipment manufacturing industry when implementing "made in China 2025"

According to the objectives of the plan, by 2025, the standard system of equipment manufacturing industry with systematic supporting and cross-border integration of service industries will be basically sound, and the international influence and competitiveness of China's equipment manufacturing industry standards and quality will be greatly improved.
